「この発明は通信速度制御システムに係り、特に、各携帯電話から特定の接続先に対する通信量の累積値が一定限度を超過した場合に、当該接続先と全携帯電話間における通信速度を抑制する技術に関する」という一文です。

「この発明は、〜に係り、特に〜」というのは、明細書書き出しの決まり文句です。
